GREENUP COUNTY, Ky. (WSAZ) -- Should parents have a choice on where their kids go to school?

It's always been that way in Greenup County, Ky. But school leaders say it's costing the county nearly $1 million.

Thursday night, the school board tried to come up with a plan to recoup the money. After batting the issue of student transfers around for the past few months, the Greenup board made a split decision to make some changes.

Superintendent Steve Hall says students will still be allowed to transfer in and out of Greenup County. However there will now be a limit on the number of transfers, and depending on the where the student goes, some parents will be charged a fee.

Hall says the board tried to come up with a plan that best serves Greenup County, but is also inclusive of the needs of neighboring counties.

Students whose parents teach elsewhere, and students already switched are grandfathered in.

Greenup's transfer policy with Lewis, Carter and Boyd schools will remain the same. But there will be limits, rules and charges on kids who wish to attend go to Ashland, Fairview, Russell and Raceland schools.

The other districts will now have to approve the terms of Greenup's proposal.
