UPDATE 6/27/12 @ 10:40 p.m.
HURRICANE, W.Va. (WSAZ) -- City officials and neighbors in Hurricane are shocked after a man who has been serving the community for the past year is now behind bars.

Scott Cunningham was a member of Hurricane City Council but resigned Wednesday after West Virginia State Police arrested him. The 31-year-old Cunningham is charged with sending sexual text messages to a 11-year-old girl.

"I was very upset," said Hurricane Mayor Scott Edwards, who worked closely with Cunningham on City Council. "Anytime I hear something that affects a young child, I get very mad."

According to the criminal complaint, Cunningham was no stranger to the victim. It says she lived near Cunningham's former home along Victorian Place, and that he was friendly with her family.

"You would never think anything like that would happen in a nice neighborhood like this," said Patrick L. Ross Sr., a neighbor. "But I guess it happens all over the world, you know."

Edwards says he's angry about the crime and the toll it could take on the city.

"I hate to have any kind of black eye on the city of Hurricane ... and it shouldn't really affect the city or City Council," he said. "[Especially] the actions of one man. He'll pay the price for the crimes he committed."

Neighbors told WSAZ.com Cunningham had lived at the house along Victorian Place for about six years. They say the couple is no longer living together.
