FRANKFORT, Ky. (AP) -- Gov. Steve Beshear will deliver the annual State of the Commonwealth speech to a joint session of the Legislature on Wednesday.

The speech is scheduled for 7 p.m.

Beshear has given some hints in recent weeks about legislative priorities that could be included in the speech. They include shoring up the state's financially troubled pension program for government retirees, reforming Kentucky's tax code, and changing a generations-old law that allows 16-year-olds to drop out of high school.

Unlike past years, Beshear said he doesn't plan to promote casino-style gambling in the speech. He said disagreement among gambling proponents on how to proceed make it unlikely that a constitutional amendment could pass the Legislature.

FRANKFORT, Ky. (AP) -- Lawmakers have returned to Frankfort to get down to business on several key bills, including one that would provide more oversight of more than 1,200 local taxing districts that have proliferated across Kentucky.

The House convened at noon on Tuesday. The Senate is scheduled to gavel in at 4 p.m.

House Speaker Greg Stumbo unveiled legislation Tuesday intended to create more accountability for the special taxing districts that spend some $2.7 billion a year to operate everything from rural fire departments to libraries.

he proposal beat out pension reform and tax reform for the designation of House Bill 1, which is reserved for the biggest issue facing the state.

Lawmakers will remain in session through the end of March.
