CHARLESTON, W.Va. (WSAZ) -- A man has been charged with shoplifting and fleeing from an officer after police say he stole some tools and jumped into the Elk River on Friday evening.

Ed Tierney swam away from officers in the Elk River, leading police to use a boat to pursue him.
