Police Find Children Living in Deplorable Conditions; Parents Charged

HUNTINGTON, W.Va. (WSAZ) -- A Huntington mother and her husband are in jail, charged with two counts of child neglect. The children are now in protective custody.

Steven McCarthy, 23, and Stacie McCarthy, 32, are in jail with bond set at $50,000.

WSAZ obtained a copy of the criminal complaint. Monday, two CPS workers went to a home in the 1000-block of 10th street to check on the safety of two 7-year-old children. The visit was made after receiving allegations of drug use, no utilities and no food in the home.

"It's sad it happened." says neighbor Angela Morrison. "I hate to say it, but it needed to happen."

Morrison says she was friendly with the McCarthy couple, and allowed their children to bathe at her home because they had no running water.

But she claims, in the last few months, the couple had a drug problem that was spiraling out of control.

"It's sad they were getting food stamps every month and selling them for their drug habit and having to take the kids to the mission three days a week to eat," said Morrison.

Carol Hayden Olsen allowed the couple to live, rent-free in a home on the South Side.

"I believe in caring and being your brother's keeper," Olsen said.

What Olsen couldn't believe are the conditions she found the home in Monday. Inside, the utilities turned off, no water, feces and animal urine everywhere.

"I tried as late as yesterday to get eviction papers," Olsen said.

She met the couple last Spring and says she was trying to give them a chance to get their lives on track. But she says addiction took it's toll.

"There were times I was fearful for my life," Olsen said. "One time, Steven slammed me up against the side of the house; he knocked me about 12 feet and was threatening me with a hammer."

The couple's in jail. A walk-through Tuesday afternoon of their home, found several animals locked in rooms.

"This is just so sad," Morrison said. "I told Child Protective Services and the Huntington Police on several occasions that home was not fit to live in."

Police arrested and charged Steven McCarthy, 23, and Stacie McCarthy, 32, both of Huntington, with two counts of felony child neglect.

According to the criminal complaint, police and two CPS workers went to the house in the 1000-block of 10th Street Monday afternoon to check on the safety of the two 7-year-old children after receiving allegations of drug use, lack of utilities and no food in the house.

Inside, police say they found animal feces everywhere along with a strong odor of urine. The kitchen sink was full of dirty dishes, many had mold growing on them. They also said there was really no food in a usable condition in the house.

Police say the house was incapable of having running water due to a lack of plumbing, the gas heat had been turned off and extension cords from an unknown location were being used to power portable electric heaters in two bedrooms.

Police and the CPS worker also said they also found evidence of intravenous drug use along with syringes in drawer in the master bedroom.

The complaint says that Steven, who is the kids step-father, and Stacie admitted that the “conditions were too bad for the kids.”

The couple is now in the Western Regional Jail. Their bond was set at $50,000.
