UPDATE: Hurricane Man Faces More Robbery Charges

KANAWHA COUNTY, W.Va. (WSAZ) -- Charges continue to mount for a man accused of going on a multi-county crime spree.

St. Albans Police say Justin Brafford of Hurricane, W.Va., is accused of stealing $1,300 from a video lottery parlor on March 15.

He was arrested Monday after police say he robbed Kelley's in Jefferson.

Brafford also faces charges for robberies and thefts in Putnam and Cabell counties.

ST. ALBANS, W.Va. (WSAZ) -- The man arrested for holding up a video lottery parlor now faces additional charges for several other crimes.

Justin Brafford, 32, of Hurricane, was arrested Monday on an armed robbery charge. He is accused of holding up Kelly’s Kafe in Kanawha County on St. Patrick’s Day.

Investigators now say Brafford is responsible for others crimes in Kanawha County and Cabell County.

St. Albans Police say on March 15, Brafford stole $1,300 from Lewie’s, a video gambling parlor in St. Albans. He is charged with grand larceny in the case.

He is also charged in Cabell County with grand larceny and petit larceny. Investigators there say he stole $21,000 worth of musical equipment from a trailer that was parked in a motel parking lot last month..

The equipment belonged to the Lincoln High School Band from Shinnston, W.Va.

He is also accused of stealing $4,000 worth of tools and climbing gear from other vehicles on motel parking lots.

A video lottery parlor in Teays Valley, Texas Jim’s, was held up about 11:30 Sunday night. Police say Brafford matches the description of the suspect in that case. He has not been charged with that robbery.

Brafford is currently being held in the South Central Regional Jail.

Back in August 2012, WSAZ.com reported about a high speed chase that ended with Brafford jumping from his moving truck. That chase started when Barboursville Police try to stop Brafford near Evergreen Drive because he was suspected of hauling stolen property.

Police said that Brafford was responsible for stealing a number of construction tools from two pickups parked at the Comfort Inn near the mall. Those tools had an estimated value of $9,000.

Brafford was arrested and charged with fleeing, being a felon in possession of a firearm and two counts of grand larceny.

Earlier this month, A Cabell County Grand Jury indicted Brafford on 2 counts for grand larceny and fleeing from officer in connection with that August 2 incident.

The same grand jury also indicted Brafford for destruction of property, petit larceny and tampering with a vehicle in connection with an incident involving a vehicle on a store parking lot in Barboursville on July 31.

UPDATE 3/19/13
CABELL COUNTY, W.Va. (WSAZ) -- A man from Hurricane is now in jail charged with stealing more than $21,000 worth of musical instruments belonging to a high school band.

Cabell County Sheriff’s Deputies say Justin Brafford, 31, of Hurricane, took the instruments after cutting the lock off a trailer parked at motel along 16th Street Road in Huntington back on February 1. The instruments and trailer belonged to Lincoln High School in Shinnston, W.Va.

Deputies say they later recovered several of the items at a relative’s house in Hurricane.

Cabell Deputies have also charged Brafford with three other thefts.
According to the criminal complaint, those thefts were more than $4,000 worth of tools and climbing gear taken from three parked vehicles at three different area motels last month. Detectives say some of those items were later found at pawn shops in Kanawha and Putnam Counties.

Brafford was arrested Monday. In all, he is charged with 3 counts of grand larceny and one count petit larceny.

Brafford is being held in the South Central Regional jail.



UPDATE 3/18/13 @ 9:30 p.m.
KANAWHA COUNTY, W.Va. (WSAZ) -- Deputies now know the identity of the woman seen in surveillance video robbing Ivy's video lottery parlor.
They say her name is Kimberly Ann West.

A warrant for first-degree armed robbery is now out for West's arrest.
Deputies say she is believed to have Cross Lanes ties but is from the Ohio.

Deputies say tips from the public assisted in identifying the suspect.

UPDATE 3/18/13 @ 6:30 p.m.
KANAWHA COUNTY, W.Va. (WSAZ) -- Within hours on Sunday evening, three video lottery parlors were robbed at gunpoint and deputies are now looking into a possible connection between the robberies.

Ivy's Parlor, in the 4300-block of Washington Street West, was one of those hit.

Clerk Melody Roupe was working at Ivy's during the robbery. The robbery happened about 9:30 p.m.

Surveillance video shows a woman with medium-length brown hair in a dark hoodie and sweatpants pull out a gun and take money from the cash register.

"The look on her face was like don't give me any trouble," Roupe said.

Roupe said during the robbery all she could think about was her family.

"I knew if I acted irate, it might make her act irate and I didn't need that. I have a family to go home to," Roupe said. "St. Patrick's Day is supposed to be a lucky day."

But luck may be on the side of the deputies investigating the case.

"Our female suspect at Ivy's helped us out some," Cpt. Sean Crosier of the Kanawha County Sheriff's Office said. "She was there for 15 to 20 minutes playing the video machine lottery and therefore has given us a lot of video coverage so I'm fairly confident we'll be able to identify her."

Deputies say the suspect wanted in connection with the Ivy's robbery was last seen in a gray Toyota, possibly a Corolla.

Sunday evening, Texas Jim's in Teays Valley and Kelly's Kafe were also robbed.

Early Monday morning, Justin Bradford was arrested for his involvement in the Kelly's Cafe robbery.

Deputies say he confessed to the crime. Bradford is being charged with first-degree armed robbery.

KANAWHA COUNTY, W.Va. (WSAZ) -- Sheriff's deputies are looking for a woman they say robbed a video lottery parlor at gunpoint.

Deputies tell WSAZ.com the woman walked in to Ivy's video lottery parlor along Washington Street West near Cross Lanes just after 9 p.m. Sunday and pulled a handgun. Deputies say she threatened employees and got away with cash.

The suspect has the same description as one reported in a purse-snatching at Amber's in Cross Lanes before the armed robbery, according to investigators.

The woman is described as having sandy-blond hair pulled back in a ponytail.

Deputies say she drove off in a Toyota Corolla with an Ohio-related front tag.

If you recognize this woman, you're asked to call the Kanawha County Sheriff's Department.

BARBOURSVILLE, W.Va. (WSAZ) -- A police chase ends with the driver bailing out of his moving truck as it careened across a store parking lot filled with customers; finally coming to stop when it crashed into a tree, according to Barboursville Police.

The driver, Justin Brafford, 30, of Hurricane was arrested and charged with fleeing, a felon in possession of a firearm, and two counts of grand larceny.

According to the criminal complaint, the pursuit began when a Barboursville officer spotted a pickup truck near Evergreen Drive suspected of hauling stolen property.

The officer turned on his emergency lights and siren in an effort to stop the truck. The driver refused to stop. The pursuit headed east on Route 60, then onto East Mall Road, Ring Road and finally onto the Kohl’s parking lot where police say Bradford bailed out of moving truck.

Police say that Brafford is responsible for stealing a number of construction tools from two pickups parked at the Comfort Inn near the mall earlier Thursday. Those tools had an estimated value of $9,000.

Inside Brafford’s truck, police found a 16-guage shotgun. They also say the truck had a stolen license plate.

Brafford is in the Western Regional Jail.

No one was hurt in the incident.
