HUNTINGTON, W.Va. (WSAZ) -- A registered sex offender was arrested by Huntington Police Wednesday night and charged with sexually assaulting a mentally challenged woman.
Russell A. Black, 46, of Huntington, is charged with second-degree sexual assault.
According to the criminal complaint, Black forced the victim to have sex with him against her will. The incident allegedly happened Jan. 17 at Black’s home in Huntington.
The complaint indicates the woman was "unable to form the ability to consent to any sexual activities.”
The victim also accused Black of hitting her. She also said he brandished a table leg threatening to kill her niece and her sister.
According to the W.Va. State Police Sex Offender Registry, Black was convicted of second-degree sexual assault in June 1999 and served 12-and-a-half years in a correctional facility. The registry says the victim was an adult woman and a stranger.
Black, whose bond was set at $100,000 cash only, was taken to the Western Regional Jail.
