FRANKFORT, Ky. (AP) - Gov. Steve Beshear is touting changes coming under the federal health care reforms, announcing Tuesday that four out of five uninsured Kentuckians will qualify for discounts when purchasing policies.

Beshear has been a staunch advocate for the reforms that he says will provide access to medical care to more than 600,000 uninsured Kentucky residents.

Nearly half of those will be added to the state's Medicaid program. The remainder, he said, will be able to get insurance through an online health benefits exchange.

Beshear said health insurance has been too expensive for too many Kentuckians in the past. And he said that will soon change.

The second-term Democrat said individuals earning up to $45,960 a year will qualify for discounts, as will families of four with incomes up to $94,200.
