SCIOTO COUNTY, Ohio (WSAZ) -- A Portsmouth man is facing charges after investigators say they received a report from a hospital that his child was abused.
Scioto County Sheriff Marty Donini says his office was contacted by Scioto County Children Services on August 14.
Children Services reported that they received a call from the Fleming County Sheriff's Office in Kentucky. The Sheriff's Office said a two-year-old child was being treated in a Kentucky hospital for injuries that appeared to be child abuse.
Deputies say the little girl had injuries to her back, thighs, legs, buttocks and face.
They believe the injuries were caused by the metal handle of a fly swatter.
Kelly Black, 22, of Portsmouth, was arrested and charged with one count of felonious assault and one count of child endangering. Both are felony charges.
Black is being held on a $70,000 bond.
He is scheduled to be in court on August 19.
