11 W.Va. Employees Charged in Scrap Metal Scheme

CHARLESTON, W.Va. (AP) -- Eleven current and former Cass Scenic Railroad State Park employees have been indicted on charges they conspired to sell more than $30,000 worth of state-owned scrap metal over three years.

The material included spikes, steel train wheels and a disassembled end loader.

Among those charged by a Pocahontas County grand jury is former superintendent David Caplinger, now superintendent of Pipestem Resort State Park. He has declined comment.

The Associated Press says the charges include conspiracy and grand theft.

Division of Natural Resources spokesman Hoy Murphy says the agency can't comment on personnel issues. DNR oversees the state park system.

The charges stem from a 14-month investigation that began after a complaint from current Cass Superintendent Rob Sovine.

He's not accused of any wrongdoing.
