HUNTINGTON, W.Va. (WSAZ) -- A mother and father are facing charges, accused of allowing their children to live in filthy and unsafe conditions.

Sonny and Sarah Mann were arrested Wednesday in Huntington, charged with child neglect resulting in injury or creating risk of injury.

According to the criminal complaint, an investigation started last month into the family and their home in the 700-block of Marcum Terrace.

Huntington Police say the Manns have created an atmosphere of neglect which has resulted in the victim being bruised and repeatedly hurt.

The Manns are accused of allowing items that can result in causing injuries to their three children to be out and readily accessible.

According to the criminal complaint, there were cat feces on the floor, urine in a pool in the common living area and insects in the kitchen area from uneaten food left in dishes.

The Manns both told investigators that the children are never out of their sight or taken care of by anyone other than them.

The couple is currently being held in the Western Regional Jail.
