CHARLESTON, W.Va. (WSAZ) -- A father is facing charges after police say his baby was heard screaming for hours while he was passed out from pills in another room.
Charleston Police tell WSAZ.com they showed up at the home in the 1400-block of Virginia Street East just after 9 p.m. Tuesday. Officers found Charles Browning asleep.
"It just kind of sends you in another world and it angers you," neighbor Robin Hager said. "I'd just like to see people take more responsibility for their children."
Police say the toddler was strapped to a stroller alone in an upstairs bedroom without any food or air conditioning. Officers say windows were also left open.
"The front door was open, the window was wide open and there was no air conditioning," Sergeant Tony Hazelett said. "It was very hot around the apartment and there was no food or bottle around the stroller."
Neighbors told police the horrifying sounds of screaming and crying could be heard for nearly four hours. Robin Hager lives across the street and says what happened there is irresponsible of the parents.
"I think it's total negligence," Hager said. "I'm of the mind forget the trial, get the rope."
However, in a bizarre twist, the baby's mother was arrested a day before accused of busting into nearby homes. Police say cash, medication and clothes were stolen.
Mary Browning was arrested and charged with two counts of burglary. Police say all of the stolen items were found inside the Browning's apartment.
The recent events have made many in the community wonder how well they know their neighbors.
"The communities are not as tight knit as they used to be," Hager said.
Charles Browning was charged with child neglect creating risk of injury.
Police feared the baby could have crawled on top of the toilet and out the bathroom window that was left open.
The baby is safe and with child protective services.
The Browning's landlord says the couple will be evicted from that apartment.

According to the Charleston Police Department, officers got a call from a neighbor on Virginia Street saying they found Charles Browning's apartment door wide open with a toddler crying inside.
When officers got to the apartment, they found Browning passed out and the toddler strapped in a stroller.
According to police, the toddler had been left there for hours.
Browning is being charged with child neglect.
The child's mother, Mary Browning, is also in jail. She was arrested on Monday.
Police say Mary was involved in several break-ins.
