Two Arrested after Police Find Them Passed Out, Child in Back Seat

HUNTINGTON, W.Va. (WSAZ) -- Two people are under arrest after police say they were found passed out in a car with needles in their laps and a crying toddler in the back seat.

Huntington Police received a call around 2:30 Tuesday afternoon about two people passed out in a car with a child in the backseat in the 1700-block of 8th Avenue.

Police say Jeremy Dickey, 37, of Fraziers Bottom, was passed out behind the steering wheel with an uncapped needle in his lap, as well as a spoon with drug residue. They say there was also a baggy of capped needles under his leg.

According to the criminal complaint, Samantha Joe Phillips, 22, of Fraziers Bottom, was in the passenger seat, also passed out with an uncapped, used needle in her lap.

Police say a 3-year-old girl was in a car seat in the back seat, crying.

They say they had to shake Dickey and Phillips to wake them up.

When they searched the car, police say they found a pill bottle filled with urine that both Dickey and Phillips said was not their urine, but they used it to pass tests at the methadone clinic.

Both were arrested and charged with child neglect creating risk or resulting in injury.

CPS was called and the little girl was taken into custody by a family member.
