ASHLAND, Ky. (WSAZ) -- Kentucky State Police have arrested two deputy jailers and a former deputy jailer at the Carter County Detention Center.

Those arrested are: 53-year old Florence Lorraine Savage of Grayson, 28-year old Cliff Estep of Denton, and 25 year old John Fannin, II of Grayson.

KSP say the arrests followed a two-month investigation that was initiated by Jailer Randy Binion.

According to a press release, the investigation revealed that Savage engaged in inappropriate behavior while on and off duty. KSP says her actions led to 2 inmates being injured after being assaulted by other inmates. They also say Savage violated jail policy.

According to the release, Estep, who was placed in a supervisory role over Savage, was charged after he failed to report the violations

Fannin II, a former deputy jailer, was charged after the investigation found he allowed an inmate access to the jail control room as well as allowing an inmate access to a jail radio

Estep and Fannin, II are charged with 2nd degree official misconduct; Savage is charged with 1st degree official misconduct.

All 3 suspects were lodged in the Carter County Detention Center on $2550 bond.

The Commonwealth Attorney has requested KSP to continue the investigation to determine if additional suspects or charges should be filed.

i don't know alot about the ones arrested but i do know some of the people who work at carter detention are the rudest i have ever seen i think they should look into it and get rid of a few more and i'm not talking about inmates i'm even talking about the guard who signs the paper at the door to go in for visitation i don't agree with some of the things he's said to families and i know its busy on visitation day but he does not have to be rude to families we did not put them there and regardless they may have done wrong but we still love them. and i think its a shame they have to pay for soap and a washcloth i know the state funds money to them.

this goes to calvin , Estepp has worked for the county for over 3 years you can tell that you don't know him because he has never been in trouble you just want to get on here and run your mouth it is pretty easy to act big and bad runnig your mouth on here i say you are some pill head that he has had in jail before so if you got something to say or run your mouth be a man and say it to him

this goes to THE FORMER EMPLOYEE... I have known the Estep boy for a long time... And I work with John I have never known them to do anything like that. How does the rest of us know that you have never done anything like that. Could that be the reason your not there now? And what makes you think that those inmates don't deserve what they get? I know there is one in there now that deserves much more that then that..... I think we all know who that is... He does'nt deserve to be here, right now..... ( Back to my point). Maybe you need to find out all of the facts straight before you start pointing fingers @ these people. I agree with half of these people on here. this is all bull****..... Let the judge decide their fate ( which is not guilty) people like you......

I live in Carter Co. and am proud of it. I know we have problems but what county of state doesn't. Our officials do the best they can and they are human, we all make mistakes but we do the best we can. I am sure that my comments and feelings will not be note worthy or probably not even be read but I feel that we as a community should be proud of where we live, just as Charleston WV and all of it's problems is or Huntington, WV should or Portsmouth, OH or any other place on earth. WE ARE HUMAN AND MISTAKES HAPPEN. Do you people have nothing better to do in life than to sit online and have not so clever word jousting back and forth? GROW up and go out and get a job. As for me on my only day off from my real job that requires you to do something besides be hurtful and mean to others. I can't sit on the internet and waste company time when I am there. I am sorry I read this article now. I was having a good day off until I read your comments.

I think all of this is stupid. What's done is done. Nothing is gonna change it. Just let these three prove their innocence or their guilt. It is was it is, regardless of what anyone else says. Some people get on here and just post comment after comment after comment. if you spoke your mind once..why do it again. These three have gone through enough humilation don't ya think? If it were you or your family member, you wouldn't want them to suffer more than was necessary, as these three are, this especially goes to Diane, if you have a problem with that boys family, why not confront them, not the computer badmouthing him. I tell ya what,why don't they just do an investigastion on the whole jail????????everyone knows the jailer doesnt't run the joint............it's his wife...everyone needs to know that....and most of the corruption would be gotton away with.sheila needs to go.that whole jail needs to be re-employeed..it's ran by Shelia and that's a problem .if the inmates complain..they answer..it's a %$#@&%@ing jail..get with the program people. And as far as keith is concerned....they might want to start with the mayor.George-ie...he has soooo many things about him people hate....I know the whole famn-damily...they all are corrupt,and dont belong in office or the schools...OR police officers..and there's another news story in the future!!!...a long time resident....I have to stay anonymous because they will burn my house down...he'd probably have his son do it..

I am proud to say I have known JOHN-MICHAEL FANNIN II all his life! I also know his family and can say they are a fine family also! JOHN MICHAEL has always been a polite young man, that would do any thing you would ask him to do. He was so proud of job at CCDC, going into work any time he was called in when needed. I don't belive he would ever do any thing against the rules at ccdc because he loved his job to much! The people that are getting on here trying to TRASH HIS AND HIS FAMILIES NAME have a real problem of there own. They know nothing about him or the CASE! But thats o.k. Well I happen to know many of the guards would bring drugs in for the inmates..for favors of course. If they would beat somebody up etc..They also put people in cells together purposely if they know there will be a fight, and do they love to use that mace..If you are not one of the favorites, doing what they want all the time, sometimes you don't get phone privlages, and you spend alot of time in the hole..And you get daily laughs from them about it so I think this is just the tip of the iceberg if a real investigation was done there would be many more employees with more and much worse charges. But nobody will do anyhting. These three just kept it up and even sold drugs outside of work (Estepp). HOW MANY JAIL EMPLOYEES CAN PASS A DRUG TEST? ZERO.

Official misconduct, that's an understatement what have these and many other carter county jail employees not done. I think they should be charged with much worse than this and they should also have a few more of the employees there as companions in a jail cell. Because that is where most of them belong.These jailers break more laws in one day than most of the prisoners in the jail. So I say it's about time they go to jail..

I worked at carter co jail with these deputies. I am standing by these three outstanding deputies. you need to ask the jailer why there is nothing being done to the deputy that is bribbing inmates to get false statments By giving them ciggaretts and options to go to a different jail ask him why that deputy can do this but arrest these three with misdemeanor charges.Think I am lying. ask?

OK, accused of child molesting? Do you know that inmates has there own set of rules and child molesters are bottom of the totum pole. You may not know this, but everyones charges in jail is told by other inmates. So, go figure. I also know that being accused and being convicted are 2 different things, but I am NOT an inmate. Not our rules, their rules. But, of course, we are going to blame someone else for our loved ones being in jail. Does this sound correct? Because, I have read this over and over again and it still is not sounding right. No one is perfect and yes good people go to jail, once, maybe even twice, then we have these people that are in trouble ALOT. Just read the courthouse news. Wait and see what happens Monday, it should be a BEAUTIFUL day for Cliff, Lorraine, and John. Randy is a good man and a good jailer, the one who took on a new jail and made a go of it!! (Even though your back is full of holes because Wallace and Elkins is there.) WE APPRECIATE YOU!!!

I live in Carter County but don't know a lot about what really goes on in the Carter County Detention Center.I read the paper and listen to the news reports. I don't know if these 3 guards are guilty or are being falsely accused. I am not taking anyone's side. But this I do believe: Follow the rules and laws of society and you will never have to worry about being incarcerated. End of Story!!

i only know one of the deputies, cliff,so im not even going to say anything about the other two. i have been in jail, i got into some trouble on my 18 birthday and had to spend the night in jail, and i was scared to death. cliff worked the night i was in the jail. i was scared to death and cliff did everything in his power to make sure i was ok and as comfortable as possible. he let my parents call whenever they wanted and he would come and check on me. cliff is a real nice guy, he still checks up on me to see how imm doing and to make sure im stayin out of trouble. if it wasnt for cliff i dont know how i would of made it through that night in jail, i would have to say that cliff is one of the best if not the best jailer at the ccdc. i myself dont believe that cliff would do anything to harm a fly and i sure dont believe cliff did this. me and my family are behind you all the way cliff and we thank you for everything you have done for us.

for all of you protecting the officers why not feel bad for the inmates who are in pain because of these officers. it does not matter if they are good people or not. good people do wrong too. and they need to be punished just like all the other people who do wrong. just because they are officers don't mean they should not be in jail being treated dirty just like all the people in the ccdc. if they are so innocent why did these charges come onto them in the first place. so before we think they are inoncent just because they worked there. think again. I feel sorry for the boys and i hope them the best. and for the 3 guards i hope they realize what it feels like to be inmates. how would you feel if it was your family that got hurt? it would feel aweful. so don't praise them because you think they are good people.

Were any of these guards on shift when the inmate died recently? You know when they did not call and ambulance for him when he ask them to. Or failed to moniter him after they placed him on the hard concrete floor. How about when the staph got out of control? Are these the 3 that sale cigarettes to the inmates for crazy prices when it's against the rules anyway? This story is just one of many bad things going on down there. What's new. It will never change, they'll always squeeze out of it some how.

Welcome to Carter County! This stuff has been going on for so long . If you only seen the old jail, anything you wanted you could get . I`m talking from experience I've been in both jails and if the jailer liked you ,you could get what you wanted. I would publish my real name but guess where i would be. And if Randy Binion would stay around and do his job instead of letting his wife do it, maybe this stuff wouldn't be going on.

I know all 3 deputies, personally and professionally, and I have worked with all of them at one point and time. On a professional level, you always had someone watching your back when you were working with them. Each inmate was treated fairly and professionally. Like that HAS been said in previous comments, I feel like that someone needs to look into the creditals of some of the people who actually have titles. Since when can you not have certain classes or training to be an investagator. Cliff, Lorraine, and John...hang in there, so many people are behind you and believe in you. People will reap what they sow!!! We love ya!!

To thank you: The Employee in question was not taking bricks to a house he was building. I helped build his house and it has been complete for over two years! He took a load of DIRT that was left over after they replaced some sidwalks at the court house. He had permission from his supervisor and it never would have been an issue except for a magistrate with an ax to grind with the jailor saw him. The County Judge Executive knew this and could have stopped it. Instead he let it play out for his own political gain! This man endured horrible embarrassment and ridicule for just doing his job. He is still on the job and we should be so lucky as to have more like him. Be sure of your sources before you throw around lies like this.

I RECALL SEVERAL MONTHS OR SO BACK WHEN A EMPLOYEE AT THE CATER COUNTY JAIL WAS CAUGHT FOR HAVING THE INMATES THAT WAS ON WORK RELEASE TAKE BRICKS FROM THE CATER COUNTY JAIL PROPERTY AND TAKE THEM TO THE EMPLOYEES HOUSE WERE HE WAS BUILDING A HOME. AND I DO BELIEVE HE GOT SUSPENED FROM HIS JOB FOR A FEW WEEKS OR SO AND MAYBE A SLAP ON THE WRIST . BUT THAT WAS ALL HE GOT FOR PUNISHMENT. i have seen that there is a little click in this area with some of the ksp. there is no reason for name calling since it is the truth. i didn't read that this person said that it was all KSP, just a select few. WAKE UP!!! read carefully, not everything is as it seems. we all have to pray that the real truth will come out. i have respect for people who have proven themselves to be true. people need to walk in your shoes to get a real taste of the job that you do. to all law enforcement and correctional officers, i appreciate what you do for us, you all have a hard job. god give us the insight to see the injustice that has been done to these 3 deputies, amen.

my bf is in jail there and he use to talk about cliff all the time. he use to talk about how he was one of the only guards that treated him like a person. the deputies in that jail dont care about the inmates..or there health but at least cliff treated them like they were people. all these people may have done crimes but they rt human just like any one else.

First, I would to start by saying that one is innocent until proven guilty. Next, I would say that those who live in glass houses should not be the first to throw stones. Each of your are quick to post, but do you know the entire story behind this case? I have known all parties involved for some time, from the LT to the deputies. Why don't we let the facts be presented and then make comments or judgements? Seems as though most of you have posted anonymous and to each of you this is your right. How do each of you know these individuals? Personally or PROFESSIONALLY SPEAKING? I feel that because of the job that each person held, that there are individuals that bash based only on that. There have been some big acquisitions posted about these individuals. What proof is there of these? People talk, the unknowing listen. I make decisions about people based on how I know them. I do not make judgement based on other's stupidity. Guilty/Not Guilty, the court will decide. Cliff, hang in there ;)

ummm I just checked out John Fannins myspace page and it doesnt say anything about Boyd County, it says Carter County Sheriff Dept. you really should check your facts a little better or learn to read one.

well little did everyone know jailer binion was the one who called the ksp in to investigate! so there for you all need to blame cliff and loraine for what they did. no one twisted their arm and made them do it!! shelia and keith will be next. they are corrupt too! its not over yet gary elkins will be riding the white horse when it is all over and living well!! i hope they stay in jail and hope they get charged for their drug charges as well!! that will come out next on cliff, loraine, and probally jon fannin too... and everyone wondered why loraine and cliff drove nice vechiles... just ask the inmates who send money orders for their drugs!!!

A trooper spent two weeks working a burglary for me and got 90% of my property returned. He even spent time away from his family to ensure my case was solved. Don't be too quick to judge the KSP....and if you do? Next time you have a problem, call the Sheriff...I am sure they will get things done (right...)

So, is having a MYSPACE page supposed to make you a bad person? If that is so, then boy, GRAYSON SURE IS IN TROUBLE!! I know for a fact that most of the workers at the jail, not to mention 90% of the other businesses around town have MYSPACE pages. The chief jailer has one, and he is one of the most clean-cut, law-abiding citizens in the tri-state area!!! So don' even try hand out that kind of bull.

Why is everyone so afraid of Gary Elkins? Its because everyone knows what kind of person he is. He doesn't even have to be mad at you to make up lies on you. He just wants to keep some kind of drama going so he can look like the big man that saves the day by reporting these poor guards. Why can't he be fired? It has been proven time and again that the slightest infraction of the rules can cause any one of the other guards to be fired or suspended, but when it comes to Gary Elkins, it seems he is untouchable. WHY IS THIS? Wonder how many high-up mucky-mucks are in his back pocket? Gary's hobby is collecting dirt on everyone to use later.

Most of u guys don't know one thing that is going on down at that detention center. Most wouldn't believe it either and Gary Elkins is not the reason these three are in touble they did what they did and they needed to be arrested, thank ksp but the whole story will come out in due time and all that has made stupid comments will wish they had kept their thoughts to their self.

Knowing 2 of these Deputies Personally, I find it hard to fault Cliff on this. I know how things work at the Jail, and I know he would of reported ANY misconduct he seen to Gary Elkins. Now the question comes to mind here, why hasnt Elkins been brought up on charge's? Or, is he being protected yet again by the Jailor and her Husband? After all, the position of LT was made especially for Elkins, so he could *investigate* any incidents that happen at the Jail. Someone that has NO criminal investigating background, no schooling, no degree, he was a Dispatcher! When are the Binion's and Elkins going to be investigated? When is someone going to put a stop to firing GOOD Deputies and keeping the ones that do Elkin's dirty work for him? Has anyone ask any inmates how many times they have been promised things to make up something on a Deputy so there would be grounds to dismiss that person because they stepped on Elkin's toes? Why does Elkins get paid for 40 hours a week? He isnt there 40.

I for one know first hand that the dep. there did their jobs and followed through with no problems from their job aspect. Fannin, was a great deputy he did his job to the fullest and never would miss any work. He would even come into work on his day off to make the schedule full. Cliff, was a great eve. shift sarg. he did his job to the max. never had any inmates get out of line or say anything they shouldnt when cliff is in charge. savage, was just like fannin. she wouldnt be afraid to go the extra mile to make sure everything was in good shape. she wouldnt take any lip off of any inmate and they inmates wouldnt step out of line when she was working.

It's about high time someone in the Carter ounty jail is held accountable for their inconceiveable ignorance on the jod. My only question is this, where are the jokers who let an inmate die recently becaause they refused to call for an ambulance and provide him with proper medical care? True, he may have been lit when he checked into your "overcrowded" facility, but the fact still holds true that he was simply allowed to drop dead while in the direct care of jail employees. Wake up people, this boars nest needs to be cleaned out entirely for the Judge Executive on down.

Since we're on the subject of "investigations" then why don't we take a look at the jail employee who recently allowed an inmate to get away from him while on work detail. Not only was the public never made aware of the incident, but the individual resposible for the situation was never even reprimanded for his ignorance. This individual not only put the immediate public's safety at risk, he also put into question just how our beloved jailer works when it comes to some of employees. Come on Randy,you'll jump on the chance punish three of your jail employees for misconduct on the job, but bend over backwards to cover for another. What's the matter? Are you uneducated concerning the practice of favoritism or does your position in the church allow you to cut breaks for those in your back pocket? Either way, you're the biggest joke to ever serve as Jailer in this town, and seeing as this is Carter County that's saying a lot.

Oh my god....well I can tell you that one of these boys is a thief and was in trouble all through school. I was shocked to even know that he was in a deputy jailer..I thought he was in jail.....
