ASHLAND, Ky. (WSAZ) -- Kentucky State Police have arrested two deputy jailers and a former deputy jailer at the Carter County Detention Center.
Those arrested are: 53-year old Florence Lorraine Savage of Grayson, 28-year old Cliff Estep of Denton, and 25 year old John Fannin, II of Grayson.
KSP say the arrests followed a two-month investigation that was initiated by Jailer Randy Binion.
According to a press release, the investigation revealed that Savage engaged in inappropriate behavior while on and off duty. KSP says her actions led to 2 inmates being injured after being assaulted by other inmates. They also say Savage violated jail policy.
According to the release, Estep, who was placed in a supervisory role over Savage, was charged after he failed to report the violations
Fannin II, a former deputy jailer, was charged after the investigation found he allowed an inmate access to the jail control room as well as allowing an inmate access to a jail radio
Estep and Fannin, II are charged with 2nd degree official misconduct; Savage is charged with 1st degree official misconduct.
All 3 suspects were lodged in the Carter County Detention Center on $2550 bond.
The Commonwealth Attorney has requested KSP to continue the investigation to determine if additional suspects or charges should be filed.
