ASHLAND, Ky. (WSAZ) — Two correctional officers at the Big Sandy Federal Prison have been indicted for conspiracy to violate an inmate's civil rights.

32-year-old Larry Ray Miller Jr. of Hazard, Ky., and 25-year-old Kevin Christopher Fallen were named in the three-count indictment returned by a federal grand jury in Ashland.

The first count charges Miller and Fallen with conspiracy to violate the civil rights of a Big Sandy inmate.

The second count charges the two with aiding and abetting each other in violating the civil rights of an inmate, and the third count charges both with providing an inmate with a pocket knife.

Miller and Fallen will make their initial court appearance July 31 in Pikeville.

If convicted, they face a maximum prison sentence of 25 years.

The USP Big Sandy Prison is located in Inez in Martin County, Ky.

You want to act like a thug, you'll be a thug. Want to be a CO, follow the rules no matter how much you dont want to.

to BillB.......it was the officers fault in this case and all their coworkers know it. The other guards would not have gotten stabbed if these 2 morons weren't so dumb as to flash their own knives in front of an inmate and then get it taken away from them. Everyone who works in a prison knows that you jeopardize your coworkers if you are that stupid. Is there anyone here who actually thinks it was a sensible thing for 2 guards to open a secure cell and go inside, flashing their own knives to a hardened thug?

to Kathy and Brad: Are you to stupid or what are you talking about? It seems like it is always the laws fault. I give up!

The bottom line is that federal officers are held to a higher standard than these thugs and these 2 simply lowered themselves by taunting and got their knives taken away and used on them. Thus, they chose to equate themselves with the thug. They were forewarned that such action would violate the Hobbs Act - so, no excuses for jeopardizing the others. Hopefully the other officers hurt will bring civil action against these two.

It says in the story that the guards provided an inmate with a knife - a knife that they COULD have used to kill a guard, or an inmate! That right there shows that these prison guards obviously didn't have any respect or concern for their coworkers who could have been hurt by the inmate wielding that knife...I'm sure they got a pretty bribe for doing it. They absolutely deserve the prison time.

I wrote the "Anon" posted @ 7:46 a.m. today & now just want to add that I AM biased I'm sure about guards violating the INMATES "rights". Why? B/C a highschool friend of mine, Bob Vallandingham was killed & his body thrown out the window back in 93 when the animals at the Lucasville Prison went on their rampage. Where were BOB'S rights then? His familys? Nowhere in sight. THAT'S where they were so NO, I don't feel sorry for whining inmates who would kill those very same guards at the drop of a hat if given the chance! I knew Bob's Mom and Dad well and loved his Mom a lot. She was a dear friend of my late sister as well and Bob's death destroyed her and his Dad as well as his son, wife and siblings and friends. So much for inmates "civil rights" in my book! And to think these guards could get 25 YEARS! Makes me sick. I know that's not PC of me but hey, I'm not PC and have no mercy on killers, rapists, molestors and the other human trash behind those bars

well we don't know the whole story here BUT i can safely say that the inmate(s) violated THEIR VICTIMS civil rights by robbing, raping, abusing/molesting, or killing them but you can bet the VICTIMS and their families didn't get to sue THEM for all their pain and suffering which was REAL! Sorry but I do NOT feel SORRY for the criminals! If you don't want to be "overcrowded" or "have YOUR rights abused", then don't commit crimes! I'm not upholding the guards b/c I don't know the whole story but the thought that THEY could get 25 YRS for this is absurd! Thats probably a LOT more yrs than the CRIMINAL is getting him/herself! PLUS all you hear is how they have to let out thousands of criminals every day because they don't have ROOM!!! So yeah, makes sense, you put guards in THERE for 25 yrs AND let's not 4-get the woman who stole 2 purses in WV lately who got 40 YRS while child molestors got parole!
