FRANKFORT, Ky. (AP) - A newspaper report says at least 14
percent of inmates freed under the state's early release program
have been charged with crimes.

The Courier-Journal in Louisville analyzed records from state
government. It found that of the 1,004 inmates released as of
mid-September, 146 have been arrested or charged again by grand
juries.

At least 16 of the 146 new offenders are accused of committing
violent crimes, including rape, robbery and domestic violence.

Kentucky's early release program was authorized by this year's
budget bill in an effort to save $30 million over the next two
years.

Criminal experts say the rate isn't surprising. Statistics say
that about 30 percent of the state's inmates commit new offenses
within two years of release.

BUILD MORE CEMETARIES NOT PRISONS, ITS A LOT CHEAPER. IF WE WENT BACK TO PUBLIC HANGINGS AS A MEANS OF EXECUTING THE DEATH PENALTY IT WOULD STOP A LOT OF THESE REPEAT OFFENDERS. A TREE, A ROPE, AND A CEMETARY ARE A WHOLE LOT CHEAPER THAN A PRISON

I think that the death penalty should be enforced. Our taxes are paying for prisoners to be on death row 20 years or longer why? That would take care of some of the overcrowding. It is usually the same people that commit crimes over and over and I would bet my last dollar that when they are caught that it isn't their first offense, just their first time getting caught. They are worthless trash that need to be gotten rid of.

maybe if we went back to an eye for an eye and put in an express lane for the death penalty for murder and child abuse ,maybe offenders won't be second offenders

I don't know what the solution to overcrowding is, but early release is not it. Early release should be reserved for first offenders with nonviolent offense only. Maybe if a person gets 20 years and has to spend 20 years people would be more wary of commiting crimes, maybe anyway.

Now see. Look at all the horrible crimes we could have prevented if they would have stayed in Jail! I hope the people who passed this bill cant sleep at night, thinking about a girl who was raped by someone THEY let out!

It would probably be a lot higher but not all are caught again.Non violent crimes and drug users should be released before violent convictions types.Or we can pay more taxes to keep them all confined.It would be a lot cheaper too if the Big Shots didn't have the "special prisons"to go to,like in Summit Ky where they have a prison and rules you would not believe.

I guess saving $30 millon is more important than the safety of the public. If you really want to save some money I have an idea. Anyone that is convicted of a violent crime, rape, child molestation or murder automatically gets the death penalty. Public safe, money saved!
