RACELAND, Ky. (WSAZ) -- Tempers flared Tuesday night during a Raceland City Council meeting when a payroll tax was discussed.
Railroad union official Woody Lane and Raceland Councilman Mike Wilson almost came to blows in the lobby after the council passed an amended 1 percent payroll tax.
A 2 percent tax was passed earlier this year but never enforced. Even with the tax cut in half, no one seems happy. The city's two biggest employers -- Progressive Rail and Raceland Schools -- said they feel targeted by the tax.
Mayor Don McKee and the Council said the tax could help save a their struggling city. One of the reasons for all of the anger is that McKee and City Council have not gone on record to say what the tax revenue will be used for. Because the tax was amended, the ordinance will have to be read one more time -- at 6 p.m. Monday before it goes into effect.

Mary Jane, keep up the good work. The city of Raceland needs people like you that are willing to tell the truth. You obviously have nothing invested in this because you don't have kids in the Raceland system. That makes you a reliable source. Thank you for caring...
Observer, Don't let the door hit you on your way out of town! You're probably one of those who don't pay your water bill and then gripe about the policy when they shut it off! Good luck finding a city where you DON'T have to pay to live or work there. I believe they call it the MOON.
Observer , That's funny the last time I turned on my shower I had running water I live in Raceland, do you live in a tent by the creek that you don't have running water and you live in Raceland!!!! I am glad you are moving out of Raceland that's one more Idiot out of our great city. And if at 2% the Smith's would pay $960.00 a year that is $48,000.00 now be real she's a teacher and he works for csx AND TOGETHER THEY MAKE ONLY $48,000.00 A YEAR I DO NOT BELIEVE THAT AND NO ONE ELSE WITH ANY SENSE WOULD, I THINK YOU ARE FULL OF CRAP ! The city could not know down to the penny how much would be coming in as they don't have all the figures and with this handfull of people screaming over $1.00 per $100.00 how could they . If you are so smart why don't you put in writing how they could run a meeting and suggestions about revenue collected ?? Hurry up and move we need to get rid of people like you that put our city down, you are the MORON and it shows. This tax is legal and fair!!!
