CHARLESTON, W.Va. (AP) - Low-income West Virginians can begin
applying to receive state-issued clothing vouchers for their
school-aged children.

The Department of Health and Human Resources says this year's
vouchers will be worth $200 per eligible child.

To be eligible, a family of four can't make more than $1,767 a month, or about $21,000 a year.

The vouchers will become available in mid-July and used by Oct. 31.

Applications will be mailed to families who received vouchers last year, or are currently receiving either food stamps or Medicaid.

Others may apply by contacting their local DHHR office, or call
1-877-716-1212.

Hello, I live in FL. I was wondering if it was possible for me to get a clothing voucher for my kids. At the moment I am unemployed but seeking work but unable to purchase any clothing for my children and the have out grown all of the clothing from last school term. I really don't know what to do at this point. I have a 7th grader, 5th grader, and 2nd grader and they really care about their appearance and it hurts me to have to say no I don't have the money. Could someone please help me with the information that I so desperately need?

I think this is a wonderful program, however, I think the maximum income level is too low. I'm a single mom raising two kids without any child support. When I applied I was told I make $150.00 too much. So now, on top of my normal week to week worries (rent, utilities, groceries (can't get foodstamps either), gas, ect.) I now have to figure out how I'm going to buy clothes for my kids. This is when I feel like I would be better off to stop working and stay home and pop out babies. Of course, that's not how I was raised. So I guess it's the same old "Too rich to be poor and too poor to be rich".

I am a single Mom of one child! I work six days a week and I receive no Welfare as some of you have stated! But yes we do qualify for the Clothing Voucher and I am thankful for it! Someone earlier made it sound like only people that sat home on their butts received these vouchers, but I will disagree! I believe that alot of these families work but just don't make enough to put them over the poverty level. I am one of these hard working people!

MY INCOME IS JUST OVER THE LIMIT AND I'M NOT ABLE TO RECEIVE FOR MY CHILD. I'M OUT THERE WORKING AND TRYING TO MAKE A LIVING THEY COUNT THE GROSS INCOME AND DON'T CONSIDER YOY HAVE TO PAY VEH INSURANCE AND GAS TO GET TO WORK. I KNOW SOME PEOPLE CAN'T WORK BUT SOME CAN. QUESTION IS WHY IF YOU CAN SET AT HOME AND DON'T HAVE TO EVEN GO FILE FOR ANYTHING, THEY WILL JUST SEND IT TO YOU. I'VE WORKED FOR 33 YRS SINCE I WAS 13. THE FIRST TIME I FILED FOR CLOTHING VOUCHERS WAS ABOUT 16 YRS AGO SINGLE PARENT 3 CHILDREN AND ALL THE WOULD GIVE ME WAS $12.00 FOR EACH CHILD. I GUESS I WAS SUPPOSE TO SEND THEM IN THERE UNDERWEAR. THAT WAS THE LAST TIME I TRIED. I WAS JUST LUCKY I HAD A SISTER TO HELP ME.

I do want to add that not everyone that gets the vouchers are abusing the system. You wouldn't believe the people I have telling me how much it helps them and thanking me for the fact our store takes them. These are the people who know how to bargain shop and can make that $200 voucher stretch by shopping the clearance racks. I've seen women get their kids 7 or 8 outfits, socks/underwear, and shoes for under $200!

Yeah I work retail as well, and I've seen the good and the bad of these vouchers. All in all it's a good program, but I think the government needs to find a better way to do it. Like the one person said, some adults are using them to get clothes for themselves and we can't do anything to stop it. We all know that an 8 year old girl has no need for a DD bra. Maybe if they would print the child's sizes on the voucher that would help. Here's another issue...our store has us verify with picture ID that the person using the voucher is the one whose name is printed on it. You would not believe the number of people getting these vouchers who have out of state ID's (especially KY and OH). I think the DHHR should require them to show a valid WV ID before they get any type of assistance. It's too easy for people to come into WV and get a P.O. Box and then start receiving assistance even if they don't live here. A physical address should be required with proof you live there.

To Janet! Not everyone that gets these vouchers are freeloding on welfare. A lot are families that work for minimum wage and just cant make it with the prices of everything now. So a lot of people are forced to get a little help now.

This is a good program, and yes it can b abused as with anything else,BUT this is about d kids remember that fellow posters the children cant help what mom and dad do, and the limit I think is 2 high when I was young I never got this kinda stuff not bcuz we made 2 much simply that my parents were 2 prideful,we all know how cruel kids can b and these vouchers may save some damage done 2 some poor kid out there, keep giving Wv its 4 d kids and it feels good 2 know our tax $ at least n part is going 2 what its supposed 2b.

My children receive clothing vouchers and we do not shop at the mall. we go to Gabriel's, Wal-Mart, or K-Mart. Without these vouchers, I would not be able to afford new clothes for school. They are tickled to death to receive new clothes.

I work retail and I can tell you a ton of stories about the misuse of these vouchers. It is a good program, but there's nothing to stop the parents/guardians from using the vouchers to buy clothes for themselves. On top of that, I've seen a $100 voucher spent to get just one pair of shoes. To me if you are truly needy then you would find a way to make the vouchers go a lot further than that. Maybe by shopping at Walmart and Target and not places at the mall.

Does this apply to kids starting pre-school?

Posted by: CAT on Jun 26, 2008 at 02:38 PM
I THINK IT IS A WONDERFUL PROGRAM AND IT SURE DOES MAKE A CHILD FEEL GOOD TO HAVE SOMETHING NEW FOR SCHOOL. GIVES THEM THE EXTRA BOOST OF CONFIDENCE THEY NEED TO FEEL BETTER ABOUT GOING TO SCHOOL.

Yeah this is great but they take your gross income not your net income. Because I gross 1533 and I bring home about 900-1000 after taxes and insurance and everything else they have to take out. So that doesn't leave me much for groceries, school clothes, bills, GAS or anything extra. So it would be nice if it was net income instead of what you gross!!

You know I agree with this process to an extent but what really ticks me off the most about this whole state process is that the families who do get out and work for a living and are robbing peter to pay paul doesn't qualify for any assistance there should be a better process. It seems that everyone that is lower income qualifies for everything while we work and pay for it all for them. I guess I am just aggravated at everything because we can't get free lunches for our children, we can get free clothes for our children no we pay for everything that keeps going up except our wages. Even the school lunches are going up. Sometimes I think the welfare people make more than we do working. I know most have more too. Just think everything is free for them, money, foodstamps out the butt to trade for drugs/pills plus clothing for their kids and free give aways even help with their heating in the winter...hell why would you want to work other then just for your morale.

Can I still get a clothing voucher even though I do not have any kids? But I do receive foodstamps.

Posted by: Working mother on Jun 26, 2008 at 10:10 AM
I want one, but I make too much so I guess my kids will have to settle for something bought at Wal-mart versus what these people buy at the mall with their clothing vouchers. This is seriously a joke!!!

Why cant every state do this? The way prices keep going up on everything, I think this should be a national thing! It sure could help.

This sounds like a wonderful program. I am happy that low income families are able to receive this help especially with the economy being the way it is. I live in KY and I can't understand why we don't have this kind of assistance.
