KANAWHA COUNTY, W.Va. (WSAZ) -- West Virginia State Police troopers say a 59-year-old man was trying to seduce teenage girls in Belle, and the girls caught it all on tape.
Officers arrested David Kay, who was silent Wednesday as he walked into Kanawha County Magistrate Court. He did not respond to accusations that he preyed on his teenage neighbor and her two friends.
Kay faces four counts of intent to seduce a minor and indecent exposure charges, which carry a penalty of up to 10 years imprisonment.
According to the criminal complaint, while the teenagers were in a trailer in Belle they saw Kay standing in the doorway of his trailer, motioning for the girls to come over. Then, he later unfolded a blanket and motioned for them to come over again. After that, police said Kay pulled down his pants and exposed his self.
Troopers said one of the girls recorded Kay's every move.
"She used her head … and did a very smart thing," said Trooper J.M. Comer. "It really helped corroborate her story."
Troopers said this is not the first time Kay crossed the line. His neighbor claims Kay did it before when she was 12, but said she was too afraid to say anything. Years later, she came forward. Police said there could be other victims also trying to find their voice.
In addition to exposing himself, Kay allegedly made inappropriate gestures, according to troopers. At the time of the alleged incident, police said Kay, who has a wife and children, was home alone. His family was out of town.

CHARLESTON, W.Va. (WSAZ) -- A man from Belle is accused of exposing himself to several teenage girls.
The alleged incident happened on Saturday, August 16, along Simmons Creek Road.
According to the criminal complaint, the teenagers were playing in their bedroom when David Roy Kay came out of his house and made a bed with a blanket and motioned for them to come over to his house.
State Police say that's when Kay pulled down his pants and exposed himself. The teens also told investigators Kay made sexual gestures at them.
The teenagers taped Kay's actions and later called police.
Kay is now charged with indecent exposure and use of obscene matter with intent to seduce a minor. He was arraigned on the charges around 12:30pm Wednesday.
Bond was set at $75,000.
His next court appearance is set for September 3 at 1:30 p.m.
