CHARLESTON, W.Va. (WSAZ) -- The man charged with having more than one thousand tires without a permit will spend up to five years in prison.

A judge sentenced Ricky Handley on Wednesday to one to five years in prison. He will start serving the sentence immediately.

DEP inspectors say Handley kept the tires at a warehouse in Nitro that caught fire two years ago. The fire burned for almost a day and it took more than a million gallons of water to put out the fire.

Handley pleaded guilty to the charges back in July.

ANONYMOUS September 22, 2008 Sounds like insurance fraud. Go after the owner of the building and the two owners of the BUSINESS.

we own a business past and present our employees were responsible for doing thier job only why is this owner not responsiblein this case something doesn't smell right in this case

Even the prosecutors recommended probation. Where are the owners? Who benefitted from the insurance payout? It is sad that our society will jump to punish the middle man in a case like this and yet go out of our way to rehabilitate rapist & molestors.

Before you pass judgement you should get the whole story. The fire started in the ajoining building and nothing was done on purpose. Ricky was an employee, the permit should have been the owners responsibility!

A prison term for storing tires? You must be kidding. How about using our court system to prosecute serious criminals.

Unbelievable --That idiot over in Ohio got 4 yrs. for murdering a young youth over a bale of hay.

It does not seem the punishment is just. People molest children and get less time than that.

UP TO FIVE YEARS AND 10,000 IN FINES.....YOU GET MORE TIME FOR TIRES THAN KILLING SOMEONE.....SAD...

So what...let him pay the water bill. There are murderers walking the streets and you are worried about this guy who had too many tires. Whatever!

A thousand dollar fine is not enough. I'm sure it cost the fire department much more that that to contain the fire. Guilty people like this should have to pay all the cost of fire, police, and any other expenses. He broke the law, on purpose. Punish him for it.
