INSTITUTE, W.Va. (AP) -- A second victim has died from injuries suffered during an August explosion at the Bayer CropScience plant in Institute.

Bill Oxley died Friday at a burn center in Pittsburgh. Fellow plant worker Barry Withrow was killed the night of the explosion.

Emergency services have officials criticized Bayer CropScience for failing to provide timely information following the August 28 incident, which remains under federal, state and local investigation.

About 500 Bayer CropScience employees work at the Institute plant, which makes pesticide and is located at an industrial park where 80 Dow Chemical employees and 200 contractors also work.

I have worked with Bill's wife, Marie. Not a sweeter person in this world. My thoughts and prayers go out to the entire Oxley family and for the family of Mr. Withrow.

my brother was exposed to the chemical leak,he works right across the road from the dupont plant,weve heard about a settlement can anyone help us out with any info or contact information?

My prayers are with the family as well. This is now 4 people that have died as direct results from this same unit that exploded 8/18/93 and 8/28/08. I was there for the first one and think Bayer needs to take more time rebuilding it than they plan like Rhone Poulenc did for the first one. After the first explosion, nothing ever happened to that part of the unit. Now Bayer needs to do the same for the other part of the unit.
