CHARLESTON, W.Va. (AP) -- If Delegate Craig Blair has any regret, it's that he didn't seek mandatory drug testing for members of the state Legislature.

The Berkeley County Republican addressed an interim legislative health committee Wednesday. Blair told the committee he has plans to revive a much-publicized drug testing bill in the Legislature's 2010 session.

Blair's original measure died during this year's session. It would have mandated drug testing for recipients of food stamps, unemployment insurance and other public assistance that Blair calls welfare.

Blair says he should have included lawmakers in the bill's provision, to show elected officials can lead by example.

Democrats on the committee, though, questioned why Blair's proposal doesn't include others who get state aid, such as PROMISE scholars.
