CHARLESTON, W.Va. (AP) -- The Legislature's special session is over, and the finger-pointing has begun.

The American Federation of Teachers-West Virginia has slammed Gov. Joe Manchin over the failure of legislation giving $500 bonuses to state employees.

The union says the House of Delegates did the right thing in adding more money to the bill for retirees and some state workers who wouldn't have qualified for the bonus.

Because of the House's action, the Senate on Wednesday refused to work on a compromise version of the bill and adjourned, bringing the special session to a close.

Manchin praised the Senate for its action. He says there are philosophical differences with the House on how to responsibly spend public money.
