Dog Chained Outside Drowns in Flash Flood
A dog chained to a stake and left outside during the storm drowned when flash floods hit the backyard.

FRAME, W.Va. (WSAZ) -- A dog drowned after it was chained to a stake and left outside during the storm Sunday night.

It happened in Frame in Kanawha County.

A volunteer firefighter tells WSAZ.com that the dog was always chained and left alone. It does have a doghouse but she says the dog did not fit inside.

For several weeks, she's complained to the homeowner and the Humane Society but has been ignored.

When flash floods hit overnight the dog was left to fend for itself. The water took over the homeowner's backyard and since the dog was chained and could not escape, it drowned.

The homeowner says he didn't realize it was going to rain that night and he didn't know there was a flood warning.

The Humane Society does not plan to press charges.

Kitty, That is a very shameful thing to say! DO WHAT "right to take care of his dog the way he sees fit." Are you even HUMAN? As he SEE FIT ?????????

This makes me so mad. If ppl can't take proper care of their pets they shouldn't be allowed to have them. Tying a dog up to stay is horrible! I can't imagine living my whole life in a 10x10 space. It's cruel. And, I don't get Kitty's logic here. First, Republicans are typically highly supportive of property rights. I don't really get how it all relates. Also, as a mh counselor I know there's a definite link b/w how ppl treat animals and other ppl. If ppl see a dogs life as "meaningless" then likely they have questionable views about ppl. Also, many more liberal countries are adopting laws that protect animal rights ie. making owners walk their pets etc. I support this. I find it hard to believe that a person is so concerned about certain personal rights that they'll turn away when ppl are being cruel to animals. There is truly nothing more selfish. I am very adimant about personal/property rights but some things need to be sacrificed for the welfare of others. That's compassion! Geesh!

County Manager: "There has been no written complaint filed with the Kanawha County Sheriff's office. If the Sheriff's office should receive a written complaint, they would investigate the allegations and provide the results of their investigation to the Kanawha County Prosecutor's office. The Prosecutor's office would then make a determination if any charges should or should not be filed." Also "The Kanawha-Charleston Humane Association operates the Animal Shelter and has a separate, independent Board that oversees its operations. The President of the Board is Kim Hutton and may be reached through the Animal Shelter. Please feel free to contact Donna Clark, Director, at 304-342-1576 to make arrangements to speak with Ms. Hutton." Local people, please fight this fight. Everyone go to the Sheriff's office, file a complaint!http://asci.uvm.edu/equine/law/cruelty/wv_cruel.htm Everyone call the Mayor as well as the President of the Board Kim Hutton. Also make sure this SOB never gets another dog.
