Greenup County Sheriff's deputy arrested on public intoxication charge

A Greenup County Sheriff’s deputy was arrested after allegedly getting drunk and causing a scene, including yelling at bystanders, near a club in Ashland, Boyd County court records show.

Randy C. Riggs, 30, of Ashland, is charged with first and second offense alcohol intoxication in a public place.

Court records show that the incident happened Saturday in the 700 block of Carter Avenue.

Riggs allegedly was being “extremely loud, shouting at bystanders and being belligerent.” Court records go on to say he “smelled strongly of an alcoholic beverage” and “was found to be unreasonably annoying other persons in his vicinity."

Greenup County Sheriff Keith Cooper says Riggs has been suspended with pay.

Riggs was taken to the Boyd County Detention Center, court records show. He is not currently in custody, according to the jail website.
