Man charged with inappropriately touching woman at a store

NITRO, W.Va. (WSAZ) -- A man is facing sexual abuse charges after a woman says he inappropriately touched her at a store.

Nitro Police arrested Herman Duggins, 77 of North Carolina, on Tuesday, charging him with Sexual Abuse in the First Degree.

According to a criminal complaint, the woman said she was in the cologne aisle just before 11 a.m. on Tuesday when an older man wearing a red flannel shirt approached her.

She told police that the man started talking to her about her infant child, who was in her shopping cart. She said during the conversation the man started to move closer to her and began touching her inappropriately, according to the criminal complaint.

Police say she repeatedly told the man to stop and she backed away. A few moments later he approached her again saying, "you have a nice butt."

The woman hurried away from the man and dialed 911.

According to the criminal complaint, the responding officer confirmed the victim's story with surveillance video. They were also able to see the suspect's vehicle.

A vehicle matching the description was located at Mardi Gras Casino and Resort. Nitro Police were able to locate Duggins inside of the casino.

According to the complaint, Duggins stated he was in West Virginia to go to the casino with his wife. He said his wife was in the hotel resting when he left to go to the store.
