UPDATE | Driver injured in officer-involved shooting in Kentucky arraigned

UPDATE 1/29/20 @ 12:45 p.m..

A woman who was flown to a hospital in Huntington Wednesday morning after an officer-involved shooting in Kentucky has been arraigned on a fugitive from justice charge in Cabell County, West Virginia.

Kentucky State Police say Amanda Cochran had active warrants for her arrested out of Lawrence County, Ohio and Boyd County, Kentucky at the time of an attempted traffic stop along U.S. 23 in Scioto County, Ohio.

Instead of pulling over, Cochran led officers on a pursuit that crossed into Kentucky.

Kentucky State Police say shots were fired from the vehicle Cochran was driving. Officers then returned fire, injuring Cochran.

Portsmouth police officers say they performed a legal intervention maneuver on U.S. 23 to put an end to the chase.

The passenger, John Clifton Thomas Knotts, 34, of Pedro, Ohio, is currently in the Greenup County Detention.

Cochran is now waiting extradition to face charges in connection with the officer-involved shooting that took place in Greenup, Kentucky.

UPDATE 1/29/20 @ 7:10 a.m..

The driver who was shot while involved in a police chase has been airlifted to the hospital.

According to Kentucky State Police, the chase began Wednesday morning, when the Ohio State Highway Patrol attempted to pull over a vehicle on U.S. 23 in Scioto County, Ohio, for an illegible and obstructed registration plate.

OSHP started the chase when the driver drove away. Troopers say shots were then fired from the vehicle.

According to OSHP, the police chase crossed into Kentucky on U.S. 23, at which time more shots were fired from the vehicle at Portsmouth Police officers, who were assisting in the pursuit.

Portsmouth Police returned fire, injuring the driver.

The chase ended when Portsmouth Police performed an intervention maneuver on U.S. 23 near the U.S. Grant Bridge.

The driver and passenger were taken into custody.

Upon investigation, KSP discovered that the driver, Amanda Ann Cochran, 31 of Ironton, Ohio, had three active warrants in Kentucky and Ohio.

KSP said Cochran was airlifted to a hospital in Huntington for her non-life-threatening injury.

The passenger, John Clifton Thomas Knotts, 34 of Pedro, Ohio, was taken to the Greenup County Detention Center, charged with two counts of being a convicted felon in possession of a handgun, possession of a controlled substance 1st degree (methamphetamine), trafficking in controlled substance 1st degree (methamphetamine), importing heroin, trafficking in controlled substance (heroin), possession of controlled substance 1st degree (heroin), trafficking in marijuana and possessing drug paraphernalia.

UPDATE 1/29/20 @ 7:00 a.m..

Kentucky State Police told WSAZ that one of the suspects in custody was shot, but has a non-life-threatening injury.

It's not yet being released on what lead up to the shooting.

The crime scene is in the southbound lanes of U.S. 23.

The highway is shutdown between KY 7 at South Shore (mile marker 27) and the U.S. Grant Bridge (mile marker 29) at Portsmouth.

Drivers wanting to travel south must detour around this section of U.S. 23.

According to the Kentucky Transportation Cabinet, the southbound lanes could reopen by 8 a.m.

Kentucky State Police told WSAZ that there are two suspects now in custody.

The officer-involved shooting happened overnight on U.S. 23 between the U.S. Grant Bridge and South Shore.

According to troopers, there are non-life-threatening injuries.

U.S. 23 southbound lanes are shut down. The northbound lanes are open.

Kentucky State Police are on the scene of an officer-involved shooting Wednesday morning.

Troopers said it happened on Route 23 between the U.S. Grant Bridge and South Shore.

There's no word on the condition of the person who was shot.

A Kentucky District 9 transportation spokesperson says all lanes of Route 23 are closed in the area. Southbound drivers are being re-routed into Portsmouth.

It's unclear how long the road will remain closed. Northbound lanes are expected to open before southbound.

Troopers are urging drivers to find an alternate route.
