UPDATE | 3 charged in Scioto County deadly shooting

PORTSMOUTH, Ohio (WSAZ) -- UPDATE 7/12/19 @ 4:07 p.m.
A grand jury indicted three people in connection with a deadly shooting in Scioto County.

Colin Fisher, 36, of Dayton, Ohio, is wanted for questioning in a deadly shooting that happened June 26 in the 2200 block of 7th Street in Portsmouth.

Colin Fisher, 36, of Dayton, Ohio, was already in custody as a person of interest. He is now officially facing charges in connection with the death of David Ronald Scott, 42, of Portsmouth.

Kyle Eric Horsley and Sasha J. Little are also facing charges, according to the indictment.

All three suspects are charged with two counts of aggravated murder, two counts of murder, one count of aggravated burglary, one count of aggravated robbery, and two counts of felonious assault.

They are accused of killing Scott on Wednesday, June 26. It was reported just before 11:30 p.m. in the 2200 block of 7th Street in Portsmouth.

At last check, Fisher (AKA Fish) is in the Montgomery County Jail.

A person of interest is in custody in connection with a deadly shooting in Portsmouth, Ohio.

Colin Fisher, 36, of Dayton, Ohio, is being held in the Montgomery County Jail on a warrant from the Ohio Parole Authority.

The Portsmouth Police Department asked for help locating Fisher for questioning after a shooting almost one week ago.

Police say David Ronald Scott, 42, of Portsmouth, died in a shooting on Wednesday, June 26. It was reported just before 11:30 p.m. in the 2200 block of 7th Street in Portsmouth.

Fisher is not yet facing charges in connection with the shooting. He is being held on an alleged parole violation.

The investigation into Scott's death will be presented to the Scioto County Grand Jury July 12.

Portsmouth Police thanked the public, "for their assistance in locating Mr. Fisher." They also thanked the Dayton Police Department, Ohio Parole Authority, and the United States Marshals Service Fugitive Task Force.

A person of interest has been identified in a deadly shooting last week in Portsmouth, and police need your help finding him.

Colin Fisher, 36, of Dayton, Ohio, is wanted for questioning, Portsmouth Police said Monday.

David Ronald Scott, 42, of Portsmouth, died in the shooting last Wednesday in the 2200 block of 7th Street.

Anyone with information about Fisher's whereabouts is asked to call the Portsmouth Police Department at 740-353-4101 or their local law enforcement agency.

According to Portsmouth police, there are active warrants for Fisher from the Ohio Parole Authority.



UPDATE 6/27/19 @ 7 p.m.
Tuesday night Crystal Thomas and her sister-in-law were babysitting and watching their kids when she heard a familiar summer noise.

"I seen out the backdoor how the sparkles was going up in the air and I screamed kids they’re lighting off fireworks so all these kids take off running out the front door and watch them,” Thomas said.

Wednesday night she thought she heard the same thing.

"At first I heard pow-pow. I then walked into my sister in laws room and I said they're lighting off fireworks again tonight and the kids said can we go, can we go outside and watch them and I said no. It's time for bed,” she said.

But what she heard wasn’t fireworks. Just before 11:30 p.m. Wednesday night a 911 call came in about a shooting on the 2200 block of 7th Street in Portsmouth. When police arrived on scene they found the victim, 42-year-old David Scott of Portsmouth, dead in the upstairs apartment where he lived.

Thankfully Thomas didn’t let the kids go out of the house, but still thinking it was fireworks she went out to get some cigarettes. Then she got a scary call from her mom.

"There was a shooting and I was like 'what and she was like yeah on 7th street and I was like are you serious?' I just walked out in the middle of this,” Thomas said.

She’s terrified knowing her children and the kids she was watching were so close to running out into a violent scene.

"You can’t even let your kids go and play anymore because of the community. You never do never do know when someone's going to drive by and shoot or the kids are going to pick up needles or whatever,” Thomas said.

After last night's close call she's frustrated and wants to see positive change in the community.

"The community needs to be cleaned up so it's safe for kids,” she said.

At this time police are still investigating and they have no information about the suspect. Anyone with information on this crime is asked to call Portsmouth Police.



UPDATE 6/27/19 @ 10:33 a.m.
Police released more details about a shooting in Portsmouth late Wednesday night, including the victim's name.

It happened in the 2200 block of 7th Street.

Portsmouth Police Capt. Jason Hedrick says there was a 911 call just before 11:30 p.m. about a shooting. When officers arrived, the victim was dead in the upstairs apartment.

Police identified the victim as David Ronald Scott, 42, of Portsmouth. He lived where the shooting happened.

Officers are still investigating. They have not released any information about a suspect.
