FAYETTE COUNTY, W.Va. (WSAZ) - Former Oak Hill Middle School Principal was arrested on several counts of embezzlement and fraud-related crimes, according to West Virginia State Police.

WVSP said Chad Quesenberry was arrested and charged today, October 29.

According to a criminal complaint, allegations against Quesenberry were brought to WVSP by Superintendent David Warvel and members of the Fayette County Board of Education.

WVSP began an investigation on September 4, finding that between Jan. 1, 2024 and Sept. 4, 2025 Quesenberry had falsified account records involving bills paid by the school to BSN Sports LLC.

Officers were told that the middle school normally worked with BSN Sports LLC for purchases and transactions related to retail products.

WVSP said they were able to identify 12 counts of falsifying accounts records, which were altered to reflect a personal account number Quesenberry had with the company, as well as changing dollar amount totals to match transactions on his personal account.

The complaint said officers also identified 13 counts of access device fraud, where the school’s government P-Card was used to pay Quesenberry’s falsified accounts, which credited his personal account. The 13 transactions totaled approximately $7,938.58.

Officers also found that multiple cash transactions associated with the school’s fundraisers and accounts were unaccounted for after they were given to Quesenberry.

One incident from the summer of this year involved a basketball fundraiser at the middle school, which resulted in $3,270 unaccounted for, WVSP said. WVSP said these funds were last known to be in Quesenberry’s possession.

Quesenberry was questioned multiple times by school employees about the funds, which he denied having, the complaint said.

After being questioned by members at the Fayette County Board of Education, Quesenberry brought the $3,270 and submitted it to the board office, WVSP said. He told members he forgot he had the funds in his safe at home.

Officers also found through the Fayette County Board of Education that Quesenberry was appointed to the Board of the WVSSAC in July of 2024, and that he would travel to meetings for this position and could receive travel reimbursement from the WVSSAC of the Fayette County Board of Education, according to WVSP.

Officers were told Quesenberry could not request reimbursement from both the WVSSAC and the Fayette County Board of Education for the same travel event.

However, Quesenberry was reimbursed from both entities for the same travel event, and the Fayette County Board of Education was not responsible for the $741.66 he received for travel reimbursement that the WVSSAC also reimbursed, officers said.

Additionally, WVSP found that Quesenberry was selling school-purchased equipment.

An officer spoke to a couple who allegedly said they paid Quesenberry $400 in cash for a new football helmet for their child, WVSP said.

The school was billed for new helmets Quesenberry had purchased, and the Fayette County Board of Education’s financial office said they searched their accounts for a $400 deposit, WVSP said.

WVSP said their financial office was not successful in locating the deposit.

Quesenberry resigned on September 4.

Quesenberry was charged with one count of embezzlement, one count of attempted embezzlement, one count of fraudulent schemes, and one count of obtaining money under false pretense.

He was also charged with 12 counts of falsifying account record by public employee and 13 counts of access device fraud.

He was arraigned in the Fayette County Magistrate Court and released on bond.

On October 7, Josselyn Kiser was hired to take over as a principal.

Superintendent Warvel gave the following statement on Quesenberry’s arrest: “This is a deeply troubling situation for our entire community. The charges brought forward toward a previous employee are disappointing and they stand in direct opposition to the values we uphold as a school district. We cannot comment any further due to an ongoing investigation.”

The investigation is still ongoing.
