CHARLESTON, W.Va. (WSAZ) - The Blue Envelope Program is almost law in West Virginia, heading to Governor Patrick Morrisey’s desk after the House approved the Senate’s changes.

It aims to make traffic stops safer between law enforcement and those with autism and other mental and development disabilities.
